Queue vaccination for a population, calling add2Q_pevaccinatePfMOI. If tTreat is given, queue follow up treatment by calling add2Q_treatPfMOI. This method is bound to HumanPop$queueVaccination_SimBitePfMOI()

Arguments

tVaccine	time of vaccination
tTreat	time of follow up treatment (if NULL no treatment)
fracPop	fraction of population that recieves vaccination
